Conservation Rate Information
Park Water Company is pleased to announce the implementation of a new rate structure that will reward you for your conservation efforts. It’s called IBR, or increasing block rates. The IBR, in which water rates increase with usage, provides a financial incentive for you to reduce your water consumption. The rate structure is designed to have minimal impact on the average bill of the typical residential customer whose consumption stays the same. For those using less water than the average, your water bill will be lower. For those using more, your bill will increase.
The tier 1 allowance of 10 Ccf per month is based on the average residential usage during the winter months. A bi-monthly bill includes 2 months of allowance equal to 20 Ccf. While the commodity rate has increased, the service charge has been reduced allowing you more control over your water bill.
For non-residential customers, the rate structure will be based on a single commodity rate. However, a lower service charge with an increase in the commodity charge allows our commercial customers more control over their water bill as well.
The California Public Utilities Commission’s (CPUC) Water Action Plan established several new objectives that encourage utility conservation efforts. Utilities like Park Water Company are encouraged to incorporate conservation pricing into their approved rate structure. As a result, Park implemented a new conservation rate in September 2008.
